Acting Deputy Commissioner Melvin Russell
Acting Deputy Police Commissioner Melvin T. Russell joined the Humankind Alliance Board in 2019 and is excited to be an active and involved voice within the organization. Acting Deputy Commissioner Russell is Chief of the Community Partnership Division, Baltimore Police Department. His work has created incredible change in Baltimore and is directly in line with the larger goals and mission of Humankind Alliance.
Russell graduated from the BPD academy in 1981 as the first and only African American class valedictorian. He served both as a uniform patrol and then an undercover officer for 20 years before re-emerging as an Eastern District Lieutenant in 2007. In this position, Russell turned the worse midnight patrol shift in the city to the best in three months and was promoted to Major of the Eastern District 11 months later. It was during this time as Major that Russell created the non-profit “Transformation Team” (TTT), a grassroots organization of community shareholders that are committed to working together to make a better Baltimore. In January 2013, Russell was promoted to Lieutenant Colonel and created the Community Partnership Division.
He has spoken to audiences nationwide, including a TEDx Talk, on how we can employ real-world solutions to foster trust and unite communities. “Law enforcement is in a crisis,” he says. “But it’s not too late for all of us to build our cities and nation to make it great again.” You can see this video on the Humankind Alliance homepage.
